Kerala Starts First-Ever Housing Plan for Transgender People

Kerala is starting a major new housing plan for transgender people today, a big step towards ensuring safe and secure places to live for a group often without homes. This groundbreaking program makes Kerala the first state in the country to directly provide housing support for its transgender people, addressing a long-standing need. The state of Kerala has recently announced a new housing plan specifically for its transgender community, marking an vital step towards ensuring safe and dignified living conditions for all its citizens. This initiative, managed by the Social Justice Department, aims to help transgender individuals who often face difficulties in finding stable homes due to societal exclusion. The scheme provides different types of money help to buy land and build houses.

Why This Help is Needed

Transgender people in India often face many problems. finding a safe place to live is one of the biggest ones. They are sometimes kept out of job chances, from society. even from general public benefits. Many find it hard to rent a house. The lack of proper housing affects their daily lives and their safety. This new housing plan comes as an answer to these long-standing problems. Kerala has a history of taking advanced steps for transgender rights. It was the first state in India to create a Transgender Policy in 2015. This policy aimed to give transgender people equal rights and protection from unfair treatment. Following this, Kerala also offered free gender change surgeries in government hospitals starting in 2016. The state has also made other efforts, such as reserving one percent of government jobs for transgender people, offering school money. opening the first transgender-only living school in Kochi in 2017. The government has also added ‘transgender’ as a gender option in all its application forms since 2021. The goal has always been to include transgender people more fully into society.

How the Housing Plan Will Work

The new housing plan offers three main ways for transgender people to get financial help. These options are designed to fit different needs. The first option is for transgender people who do not own any land or a house. For them, the government will give an interest-free loan of up to 15 lakh rupees. The government will pay the interest on this loan. the person who gets the loan will only need to pay back the main amount in small monthly payments. This money can be used to buy land and build a house. The second option is for transgender people who already own land, or who have been given land through support from other groups. These individuals can get up to 6 lakh rupees to build their house. This money will be given in three equal payments as the building work progresses. The third option is for those who are already receiving help from other government housing plans, such as those run by local self-government departments or Kudumbashree. are getting 2 lakh rupees. Under this new scheme, they can get an additional 4 lakh rupees. This means they can receive a total of 6 lakh rupees to help complete or improve their homes. An initial amount of 50 lakh rupees has been put aside for the first part of this housing plan. In the first stage, five transgender people will be chosen to receive this help.

Who Can Get Help and How

To get help from this housing plan, transgender people can send in their application forms online or by visiting an office in person. The people who will get the help will be chosen based on who needs it most. A special committee, led by the Director of Social Justice, will be in charge of picking the applicants. Priority will be given to transgender individuals who do not have their own house, or who are living in temporary or unsafe places. Older transgender people and those with disabilities will also get priority. To apply, people must have official papers that show they are transgender. If they are asking for money to build a house on land they already own, they must show proof that they own the land.

Official Views and Community Impact

Kerala’s Social Justice Minister, R Bindu, stated that this essential plan aims to create a supportive environment for the transgender community. She added that by offering housing options that people can afford, the government hopes to give power to transgender individuals and help them be a part of society. The scheme is being formally launched at the ‘Varnapakittu’ transgender arts festival, which is happening from August 21 to 23. This new housing plan builds on earlier efforts, such as including transgender people in the LIFE Mission housing program since 2017. The LIFE Mission is a large government program that helps provide proper housing for families without land or homes. Including transgender people in such programs shows that the state believes everyone deserves a home, no matter their gender identity. This scheme is seen as another big step in Kerala’s continued efforts to support its transgender citizens with something very basic but very vital – a home of their own.
