The state of Telangana is embarking on a major plan to improve its road network. This large-scale effort aims to build and upgrade more than 13,000 kilometers of roads across the state. Big Plans for Road Length and Cost

The total length of roads planned for this overhaul is around 13,137 kilometers. This huge project will be handled by two main government departments. The Panchayat Raj department will take charge of 7,947 kilometers of roads. At the same time, the Roads and Buildings (R&B) department will be responsible for 5,190 kilometers. Each department will manage its part of the project in 17 different sections. The entire project is expected to cost a lot of money, with estimates placing the total investment at about 12,000 crore rupees to 12,400 crore rupees. The R&B department’s share of the work, covering 5,190 kilometers, is planned to cost around 6,478 crore rupees. The Panchayat Raj department’s part, covering 7,947 kilometers, has an estimated cost of about 6,000 crore rupees.

How the Project Will Be Done

The work will be carried out in different stages. The first stage will focus on 5,190 kilometers of roads under the R&B department, with tenders for these projects either already called or soon to be invited. This means the process of choosing companies to do the work is either underway or will start very soon, with construction expected to begin without much delay. There are also plans for a second stage, which will involve about 6,810 kilometers of roads. The government intends to invite tenders for this second part by December of this year. The entire road project will use a method called the Hybrid Annuity Model (HAM). This is a way of funding and managing big projects that involves both the government and private companies. Under the HAM model, the government will pay for 40 percent of the project’s cost. This payment will be made in 10 separate parts. Private companies and contractors will put in the remaining 60 percent of the money. They will then get their investment back over time, with payments that depend on how well the roads are kept up and adjusted for changes in prices. This HAM model is known to lower the risks for companies that invest in these projects. It also aims to give them a steady income. A key benefit of this model is that it includes a promise of 15 years of road care. This is expected to result in roads that last long, do not have many potholes. are safer for everyone.

What Kinds of Roads Will Be Built

The new road plan includes different types of road improvements to meet various needs across the state. One vital part of the plan is to build four-lane roads that will connect the main district centers to the capital city, Hyderabad. This will make travel faster and easier between these key areas. Another part of the plan is to create two-lane roads that will link smaller administrative areas, known as mandals, to their district headquarters. This will help connect smaller towns and villages to larger centers. Moreover, a significant focus is on improving rural roads. Many existing mud roads will be turned into proper bitumen-surfaced roads, also known as blacktop roads. This will make them usable in all kinds of weather. The overall goal of the government’s plan is to create a seamless network where every village is connected to its mandal headquarters, every mandal is linked to its district headquarters. every district has a modern, all-weather road connection to Hyderabad.

What Officials and Experts Are Saying

High-ranking government officials have spoken about the importance of this road project.

Deputy Chief Minister Bhatti Vikramarka stated that these projects had already received approval from the State Cabinet. tenders would be called soon to start work early. He also asked contractors to be a part of the state’s “Telangana Rising” effort and said that smaller contractors would also get chances in these HAM road projects.

Roads and Buildings Minister Komatireddy Venkat Reddy explained that the HAM model brings together the good points of other building methods. He said the model combines the strengths of Engineering, Procurement. Construction (EPC) and Build, Operate, Transfer (BOT) models. He also mentioned that this model lowers money risk for contractors and makes sure roads are maintained for 15 years, leading to durable and safer roads.

Minister Venkat Reddy also thanked Chief Minister A. Revanth Reddy for approving the plan quickly. He said that improving roads is a top concern for the current government. Officials also mentioned the need to make some roads into four-lane roads due to more traffic. They were asked to prepare a list of such roads for the government to consider. The government has plans to hold meetings with banks to help contractors get the money they need for these projects.
