There are also plans for a second stage, which will involve about 6,810 kilometers of roads. The government intends to invite tenders for this second part by December of this year. The entire road project will use a method called the Hybrid Annuity Model (HAM). This is a way of funding and managing big projects that involves both the government and private companies. Under the HAM model, the government will pay for 40 percent of the project’s cost. This payment will be made in 10 separate parts. Private companies and contractors will put in the remaining 60 percent of the money. They will then get their investment back over time, with payments that depend on how well the roads are kept up and adjusted for changes in prices. This HAM model is known to lower the risks for companies that invest in these projects. It also aims to give them a steady income.
